CAPITAL PROJECTS FUND

Capital Improvements Fund

All non-enterprise fund capital improvements are expensed out of the Capital Projects Fund. With this in mind, revenues will come from transfers from the General Fund ($315,905), the Motor Fuel Tax Fund ($333,650) and from developer donations ($297,530). A total of $1,095,350 in Capital Improvement Fund projects will be completed in FY 07-08, representing the cost of the 2007 Road Program ($742,820), wayside horn at Madison Street ($30,000), Phase I engineering for 71st Street ($145,330), County Line Road turn lane improvements ($152,000) and stormwater management issues ($25,000).

Sidewalk/Pathway Improvement Fund

The beginning reserves for the Sidewalk/Pathway Fund starting May 1, 2007 are projected to be $1,295,444. As mentioned above, the FY 07-08 Sidewalk/Pathway Fund includes $437,435 in proposed pathway projects and $29,500 for maintenance, including $4,500 for weed cutting along the new sidewalk constructed on County Line Road. Even with this draw-down of funds, the Pathway Fund will still have a fund balance of $871,649.

Capital Equipment Replacement Fund

The Capital Equipment Replacement Fund was established in FY 91-92. This fund currently has beginning reserves of $674,693. Anticipated expenditures in FY 07-08 include $115,000 for the replacement of the 1997 Navistar 4900 2-ton pickup truck.

In FY 06-07, for the first time since the inception of the fund, no transfer was made from the General Fund to adequately fund future expenditures. In FY 07-08, $151,870 has once again been transferred from the General Fund to the Capital Equipment Replacement Fund. Even with this transfer, the reserve will be only 38% funded.
